The catalyst of balkanization

Is balkanization the future of the EU?
I hope not, but then again who knows...

It is funny (or is it?) how Wikipedia's article mentiones only one super-power, regarding the balkanization process.
To make it easier, the name of that super-power (an expert on "urban planning") begins with "A".
